About Amani Centre for Street Children.
Amani Centre for Street Children (“Amani”) is a Tanzanian non-governmental organisation based in Kilimanjaro - Moshi Tanznia that has worked for over two decades to reduce the number of children living on the streets. . Amani rescues Street connected children, provides shelter, education, medical and psychosocial care, and works to reunite children safely with their families, while supporting those families to become self-sufficient. Amani supports several hundred children each year through a holistic model built on integrity, unconditional care, excellence, and collaboration. To sustain and strengthen this work, Amani is seeking a qualified, strategic, experienced, and highly motivated Human Resources Manager to drive organizational development and foster a high-performance culture while ensuring full compliance with labor laws and best HR practices.
Poisition (1) - Human Resource Manager
Job Location - Country Office - Kilimanjaro, Moshi Tanzania.
Job Purpose
Reporting to the Executive Director, the Human Resources Manager provides overall leadership, strategic direction, and operational oversight for both Human Resources and Administration functions across Amani's Moshi headquarters, with oversight of the Arusha and Singida offices. The role ensures effective organizational systems, policies, and practices are in place to attract, retain, and motivate staff, the role will oversee more than 80 staff while also guaranteeing that administrative services including procurement and logistics, are efficient, transparent, and supportive of programme delivery. The post-holder supervises the (procurement officers, secretary , store logistics, and office support staff) and works closely with the Executive Director, department heads, and Finance to ensure that organizational resources, staff welfare, and compliance requirements are aligned to achieve Amani's mission and vision.
Key Responsibilities
• HR Policy Development & Compliance: Develop, implement, and regularly update HR and Administration policies, systems, and procedures in line with Labour laws, donor requirements, and organizational needs.
• Recruitment & Retention: Lead the full recruitment cycle workforce planning, job descriptions, advertising, shortlisting, interviewing, and onboarding to attract and retain quality staff.
• Performance Management: Oversee staff performance management, including goal setting, performance appraisals, and follow-up on capacity-building needs.
• Employee Relations: Manage employee relations, ensuring timely and fair resolution of grievances, disciplinary cases, and workplace conflicts.
• Compensation & Benefits: Maintain a competitive, transparent compensation and benefits structure aligned with salary scales and organisational capacity.
• Staff Development: Champion staff development through training, mentoring, and career growth initiatives.
• Employee Welfare, Wellbeing & Records: Oversee staff welfare and occupational health and safety programmes, and ensure accurate, audit-ready employee records and HR database systems.
• Team Leadership: Supervise and provide leadership to the, including procurement officers, , logistics, and office support staff.
• Procurement & Asset Management: Oversee procurement, ensuring policy compliance, transparent bidding, and vendor management, together with accurate asset and inventory management.
• Facilities & Logistics Management: Supervise facilities management (leases, utilities, repairs, equipment) and ensure efficient, cost-effective logistical support for events, trainings, and field activities, working closely with Finance to align spending with approved budgets.
• Governance, Compliance & Reporting: Ensure compliance with national labour laws, donor regulations, and internal policies; provide regular HR and Administration reports to the Executive Director and Senior Management Team; and uphold confidentiality, integrity, and professionalism across all HR and Admin matters.
Qualifications & Experience.
• Bachelor’s degree in Human Resource Management, Business Administration, Public Administration, or a related field; a postgraduate qualification or professional HR certification (e.g., CHRP, CIPD) is MUST.
• Minimum 5-7 years' progressive experience in Human Resources and Administration management, including at least 2-3 years in a senior/managerial role, preferably within an NGO or donor-funded organization.
• Sound knowledge of Tanzanian Labour laws, OSHA requirements, and donor compliance standards.
• Demonstrated experience in recruitment, performance management, compensation and benefits administration, and staff welfare programs.
• Demonstrated experience overseeing procurement, asset management, transport/fleet management, and facilities administration.
• Proficiency in HR information systems (HRIS) and standard office software (MS Office/Google Workspace).
• Minimum age of 18 years and Tanzanian citizenship (or a valid work and residence permit for non-citizens), in accordance with the Employment and Labour Relations Act (Cap. 366 R.E. 2019).
• A valid Police Clearance Certificate (Hati ya Polisi ya Tabia Njema) confirming no criminal record, and willingness to undergo reference and background checks before and during appointment.
• Sound understanding of, and demonstrated commitment to, children's rights and protection under the Law of the Child Act, 2009 (Cap. 13 R.E. 2019) and its Regulations.
• Certified Human Resource Professional (CHRP).
• Willingness to sign and strictly abide by Amani's Child Safeguarding Policy and Code of Conduct at all times.
• Medical certificate confirming good health and freedom from infectious or communicable disease, as required of staff in residential childcare settings under the Children's Homes (Regulation) Act.
• Fluency in Kiswahili and working proficiency in English, both spoken and written.
• Valid driving license and willingness to travel occasionally between Amani's project sites is an added advantage.

• Genuine commitment to child protection, gender equality, and the welfare of vulnerable children and families.
• Cultural sensitivity and the ability to work effectively within a residential childcare and community setting.
